With its Deemed-to-Satisfy and Performance Requirements and Functional Statements, the NCC offers different approaches. A Deemed-to-Satisfy solution is prescribed, whereas a Performance Solution is open to analysis and evidence to show the outcome has been met.

But site conditions cannot be overlooked on either path. A membrane might be up to code but if a balcony edge is discharging on to a wall or movement has cracked a junction, it will not hold up. The building has to perform in totality.

Part F1 And Who Has To Comply

Buildings under Volume One are the focus of NCC 2025 Part F1, many Class 2 and other complex structures being among them. Other classes may be affected too if the provisions are relevant to the work at hand.

It is the project team’s responsibility to see which NCC provisions are in play during design through to inspection and approval, not to assume a familiar detail or past approval is still good enough.

Alterations As Well As New Work

A new building is obvious, but an extension or addition warrants scrutiny. Even minor looking work can upset the drainage, thresholds and membranes that are already in place.

What seems like a cosmetic fix to an external wall or a bathroom reno may be more than that. The certifier or building surveyor will be able to advise on the evidence and scope needed.

One should also check with the project certifier and the authority before breaking ground to be sure of the edition in force and any transition or state variations. The Australian Building Codes Board is the national reference for this via its National Construction Code information.

Surface And Sub-Surface Water

You have to start managing water well outside the room. Rain coming off a roof or paved area has to be put at a distance from the building; sub-surface water around retaining structures calls for its own barriers and drainage.

Then there is the environment. In the Top End a wet-season downpour will put your drainage to the test in no time. The Pilbara has its own issues with dust and maintenance after long dry spells and hard storms. Out here on the coast the wind and rain will soon find a weakness.

Let The Water Go

From where it is collected to where it is to be discharged the design must provide a route, be it through gutters, downpipes, subsoil or grated drains. Do not let it pond at a door or the base of a wall. You might get away with a puddle at handover but the repeated dampness will in time lead to mould, staining and corrosion behind the finishes.

Below Ground

Water will find its way through the soil, capillary action and any cracks or joints. Coordinated thought has to be given to the internal environment and the penetrations and barriers required for the sub-surface. To put it plainly, a frequent error is to deal with a damp wall after the event and not the water that caused it. A coat of paint might make for a better photo for a week but it does nothing for the building.

Volume One Section F Explained

In the NCC 2025, Volume One Section F has Health and amenity as its concern for buildings of a certain size and complexity. The provisions on water management are not to be read in isolation; they need to be taken in context with the Performance Requirements, Functional Statements, any definitions and documents that are referenced.

Wording is of some consequence. Definitions in Schedule 1 can dictate how a detail is classed and what compliance route is open, given that building element, drainage or wet area have particular connotations.

Read The Whole Assembly

A product with an attractive label is no guarantee of Section F compliance. The designer has to look at the whole picture: the substrate, movement, junctions, penetrations, where the drainage is, the finishes and how the trades will go about putting it in and protecting it.

Good documentation will make plain how water is kept out of vulnerable spots and where it is meant to go, and provide for the detection and repair of any failure. There is an old adage in construction that clear drawings cost less than demolition.

Waterproofing Apartments And Balconies

For apartments and concrete balconies the NCC 2025 requirements are of greater import since a failure can impact more than one household. One can find a balcony leak in a distant internal junction, inside a wall, by a door or on the ceiling under it.

Provisions For Wet Areas In Housing

Under the Housing Provisions the NCC 2025 has its own rules for wet area waterproofing which apply to housing work as per the classification and volume. This is all the more so in a kitchen, bathroom or laundry where plumbing and the like present a moisture risk.

AS 3740 is the standard one would reference but the team needs to be sure of the edition and application the jurisdiction and current NCC call for. You cannot point to a standard detail from a previous job as proof of compliance.

What Catches Most People

The tendency is to concentrate on the middle of the floor and miss the edges. At a doorway, in a shower recess or around a bath rim and pipe penetration, sequencing and workmanship are everything.

Then there is the matter of laying down a membrane on a substrate that is dusty, contaminated or moving in ways it should not. The preparation will let you down even if the product is first rate.

AS 3740 And AS 4654.2

These two are not interchangeable. AS 3740 has to do with wet-area waterproofing, AS 4654.2 with systems applied to above-ground external waterproofing. They are for different practical purposes.

The NCC is the regulatory authority and the standards fall under it. So the question is not merely “what membrane is being used” but “how does the finished work show we are in compliance with the NCC requirement and the supporting standard?”

Put Your House In Order Before Construction

It is well to have the certifiers, builders, tilers, plumbers and waterproofers come to terms on interfaces before breaking ground. Let one trade think another is responsible for an outlet or threshold and the gap is a problem for all and none.

A technical record should be a practical affair: have on hand the drawings, product data, installation and inspection reports, photographs, certificates and any variations. Where a Performance Solution is in play, hold on to the evidence that supports it and see that what has been put in place is in keeping with the approved design.

Practical Compliance For Project Teams

One cannot overstate the value of planning for compliance ahead of time, before the adhesive even makes it to site. The team would do well to put down on paper the water paths, apportion the responsibility for records and inspections and make note of the NCC 2025 provisions that apply.

When I have had to put together complex work, it is never the presence of water that is the surprise; rather it is the number of people who have taken it for granted that another was on top of it. A few minutes in a coordination meeting will save an argument once the ceiling is open.

Use A Simple Evidence Trail

Make a record for every area of consequence: the standard and design basis, substrate prep, products used, conditions at installation, protection and where you have made your inspections. Be prompt in noting any changes, especially if the site does not conform to the drawings.

An evidence trail ought to link the work in the building to the solution as approved. Do not be content with a certificate that tells you about a product but is vague on the matter of its actual location or how it was installed.

Expectation Versus Reality

It is tempting to think a final inspection that is passed is proof of perfect concealed waterproofing. In fact it is better to have your evidence in order at the appropriate time while the work is still there to be verified.

You may hear talk of 2026 NCC waterproofing changes in the course of a project, but that is no substitute for ascertaining the rule that actually applies. Check with the authority on the transition provisions and adoption dates.
